Course description

The aim of the course is to impart the knowledge of the main notions of economic constitution with particular reference to the relationship between the internal legal system and the European Union. In line with the educational objectives of the course, the teaching economic constitutions provides the student with the basic knowledge for understanding the relationship between State and economy. The course contributes to the understanding of the mechanisms that govern relations between public bodies, independent authorities, local authorities and public administrations in the management and entrustment of public services. The teaching aims to highlight how the relationship between the State and the economy has changed from direct intervention to the regulation of the market, identifying the subjects the tools and the actions that the public administrations put in place in the management of public services.
Specifically, the course intends to acquire:
- Knowledge and ability to understanding
Students must acquire knowledge and understanding of the phenomena of economic regulation. They will know the public services system, that is the productive activity that is carried out by the public authorities, by means of the organizational tools arranged by the law (public companies, concessionaires, subjects in any case appointed by the public authorities for the provision of services) and the conformation of the markets.

- Ability to apply knowledge and understanding
Students will have to develop the ability to interpret the rules on relationship beetween State, UE, and economomy. Students attending will be subjected concrete cases related to the Italian and European economic system in order to develop their ability to understand and apply the acquired knowledge.

- Autonomy of judgment
The student develops interpretative skills and case analysis. It is able to qualify legal relationships in order to identify, represent and solve problems related to the economic regulation and the assignment of services.

- Communication skills
The student has to develop the ability to describe and deepen the legal problems related to public law and economy in the relationship between citizens and public authorities, and in the public authorities. Student will develop articulated and organic exposure capacity
of the acquired elements and ability to argue the positions supported.

- Learning ability
Attending students will be solicited to
deal with the analysis of current and concrete problems . The teacher will be able to intervene on any gaps and methodological problems that emerged during the course of the lessons.
