ENVIRONMENTAL ECONOMICS AND POLICY
The aim of the course is to provide students with the basic theoretical elements to analyze the complex relationship between economy and environment, the economic problems that result from the breakdown of the balance between the economic system and the environment system, the policy interventions aimed at the resolution of environmental issues. At the end of the course the students will have to demonstrate to know and understand the economic problems related to the environment within a systemic approach that links environmental issues to the functioning of the economic system and in which appropriate intervention policies are defined. Students must also have developed an autonomy of judgment and learning skills in order to use the knowledge acquired as a starting point for further in-depth studies to be pursued in the course of the training course.
For an adequate understanding of the course contents it is necessary to have acquired and assimilated the knowledge of the fundamental concepts of microeconomics and macroeconomics
Block 1- Elements of environmental macroeconomics (24 h).
Interaction between environment and economic system. Traditional economic model. Material balance model. Development limits. Growth model. Steady state economy. Sustainable development model. Green economy.
Block 2 - Elements of environmental microeconomics (24 h).
Lack of markets for environmental resources. Allocation inefficiency. The problem of the economic value of environmental resources. Goods without property rights (free assets and public goods). Imperfect competition. Economic analysis of pollution as externalities. Strategies for the internalisation of externalities: negotiation solution, intervention by the public operator. Environmental policy tools (standards, taxes, subsidies and pollution permits).
Block 3 - International environmental policy: strategic aspects (24 h).
Introduction to static and dynamic games. International climate agreements as a solution to a global social dilemma. From the inefficient solution to the efficient one. Strategic solutions beyond the non-cooperative balance for the abatement of greenhouse gases.
The course is conducted through lectures during which the program topics will be analyzed. During the lessons, seminar discussions will be held by students on specific cases of political interventions. The teaching material will be distributed in the classroom and made available also through the Moodle e-learning platform

The objective of the examination is to verify the level of achievement of the training objectives indicated above. The exam consists of a written written test with a total of six open questions focused on the topics of the program. In order to assess the acquisition and the level of learning of the theoretical knowledge provided during the course, as well as the mastery of economic terminology, each question requires the definition of the topic and the discussion of the relevant aspects of the topic under examination with relative graphical analysis . The resolution of analytical exercises is not envisaged. The exam is passed with a score of not less than 18.
