Block 2 - Elements of environmental microeconomics (24 h).
Lack of markets for environmental resources. Allocation inefficiency. The problem of the economic value of environmental resources. Goods without property rights (free assets and public goods). Imperfect competition. Economic analysis of pollution as externalities. Strategies for the internalisation of externalities: negotiation solution, intervention by the public operator. Environmental policy tools (standards, taxes, subsidies and pollution permits).
Block 3 - International environmental policy: strategic aspects (24 h).
Introduction to static and dynamic games. International climate agreements as a solution to a global social dilemma. From the inefficient solution to the efficient one. Strategic solutions beyond the non-cooperative balance for the abatement of greenhouse gases.
