Course description

The aim of the course is to enrich the cultural background of the student with a specific training on the regulation of the transport sector and mobility. The primary objective is to provide the student with analytical and synthesis techniques and appropriate critical tools to understand and use the organizational legal models of business and institutions operating in the transport sector.
Knowledge and understanding
At the end of the course the student will have acquired a specific knowledge of the regulation which, in terms of international, community and national law, governs transport services and infrastructures in the different operational modes of transfer of people and goods (air, sea, rail, road services, infrastructures port and airport) enriched by the understanding of the additional profiles pertaining to environmental problems and new technologies related to the transport sector.
Applying knowledge and understandingAt the end of the course the student must be able to use the skills acquired in order to correctly frame the legal issues inherent in the maritime and transport sector, using concepts and methods with confidence.
Making judgements
The student will be able to critically evaluate and analyze the multiple problems inherent to the transport sector in different operational contexts.
Communication skills
The course consists of a series of activities (exercises, classroom discussions, seminars) aimed at strengthening the ability to translate skills acquired and to use the legal technical language of the discipline. The communicative skills of the student will be explicitly assessed during the exam.
Learning skills
The student will acquire the necessary autonomy to continue to deepen independently the main issues covered by transport law, in order to align their skills to the continuous evolution of the sector legislation in relation to the working contexts in which he will operate.

The course aims to enrich the cultural background of the student of the Law course, through specific training relating to the regulation of the transport sector, with particular attention to profiles concerning environmental sustainability and new technologies. The contents concern: The right to mobility (3 hours). The transport infrastructure. Ports and port services (3 hours). Airports and the regulation of airport services (3 hours). Motorways and motorway services (3 hours). Railways and railway services (3 hours). Access to the transport market. The discipline of maritime services (3 hours). The regulation of air services (3 hours). Road transport (3 hours). Access to the rail transport market (3 hours). European policy on sustainable development and mobility (3 hours). The regulations regarding the reduction of emissions (6 hours). Technological innovation and digitization (3 hours). Automation in the transport system (6 hours). Legal issues related to digitization and automation (3 hours).

Learning assessment

Verification of learning takes place through an oral examination with a final vote in thirteths. The subject of the examination is the assessment of the knowledge provided by the teaching program, the ability to solve particular legal problems, the correctness, clarity and effectiveness of exposure (with special regard to the appropriate use of technical terms).The exam will be considered passed only if the student will be able to demonstrate to have acquired the basic knowledge related to transport infrastructure management models, to the rules of market access and to the regulation of transport services in the various modes. The student will reach the maximum score when he proves to have fully achieved the expected results, in accordance with the Dublin descriptors.
