The course aims to make known the main concepts concerning the organization of power at local and regional level in order to orientate and understand and reconstruct the characteristics of the Italian autonomous system.

Prerequisites

none, but the course presupposes the knowledge of the fundamental notions of Italian public law

Syllabus

First part: regional ordinament. Federalism and regionalism; the ordinary Statutes of the Regions; regional electoral legislation; legislative autonomy; regulatory autonomy; regional administrative autonomy; financial autonomy; the organization of the Regions; powers of interference; cooperation
Second part: local ordinament. The municipality; autonomy and unity in the Republic; electoral systems; the organs and functions of the municipality; Provinces; Metropolitan cities.

The course aims to analyze the autonomy principle, the concepts of regionalism and federalism. The main purpose is to focus on the fundamental notions concerning the structure, the bodies, the competences and the functions of Regions and local authorities in the Italian legal system.
The cours is divided in two part: regional law (24) and right of local authorities (24)
