Course description

Education objectives: The main educational objectives of the course are related to the knowledge of the main ship plants, to ensure the safety of ship and navigation. Besides, the course deals with the issues related to safety of damaged ships, after collision or grounding events. Besides, the correct interpretation of the main international Rules for the safety of ship and navigation, as well as of the marine environment, is a further objective, which is reached by the analysis of the main international rules, the discussion of several case studies and the application to existing reference ships.

Knowledge and understanding: Students shall prove to know the main topics concerning the safety of ship and navigation, as well as the safeguard of the marine environment, with reference to the management of the onboard plants, the procedures for fire containment and extinguishment, the safe navigation, also in damage conditions, as well as the skills of reading the drawings and schemes required for the correct and safe ship technical management.

Ability to apply knowledge and understanding: Students shall prove to apply the acquired topics and theoretical proficiencies, required to assure and increase the onboard safety level.

Judgment autonomy: Students shall autonomously evaluate and assess the main hazards, depending on ship type, and shall be capable of applying the corrective actions to increase the safety level, if required.

Communicative Skills: Students shall acquire the skill of reading the schemes of the main onboard plants and describing relevant working principle.

Learning Skills: Students shall be capable of continuously update their skills, by reading books, articles and technical Rules, to update the personal knowledge based on the new required safety standards and operational procedures.

It is required to have learnt the basic elements of maths.

Syllabus

CARGO HANDLING, STOWING AND SECURING: 4 h (Deck Officer)
International Grain Code. International Convention for Safe Containers. International Load Line Convention. Tonnage Measurement of Ships.

MAINTAIN A SAFE GUARD DURING THE NAVIGATION: 6 h (Deck Officer)
Colreg: prevention of collisions at sea

POLLUTION PREVENTION: 8 h (Deck Officer/Marine Engineer)
Prevention of sea pollution due to accidental oil outflow (Annex I Marpol 73/78). Prevention of sea pollution due to the discharge of chemical products (Annex II and III Marpol 73/78). Prevention of sea pollution due to sewage and garbage (Annex IV and V Marpol 73/78). Prevention of air pollution (Annex VI Marpol 73/78). Polar Code and additional measures for the safeguard of the environment.

PLANTS AND PUMPING SYSTEMS: 26 h (Marine Engineer)
Bilge water plants. Ballast water plants. Sewage treatment and fresh water plants. Balancing plants onboard ro-ro/pax ships. Fuel oil plants. Heavy fuel oil treatment plants. Fresh water plants. Sludge treatment plants. Sewage treatments and grey water management plants.

SAFETY AND EMERGENCY PROCEDURES: 26 h (Deck Officer/Marine Engineer)
Fire detection plants. Water and sprinkler fire-fighting plants. Inert gas, carbon dioxide, foam and chemical powder fire-fighting plants. Containment of fire. Watertight subdivision and hydraulic plants for power-operated watertight doors. Inert gas autonomous generators, flammability diagrams and COW. Management of ventilation plants in case of fire. International Life-Saving Appliance Code. High-Speed Craft Code: safety requirements for high speed vessels.

SHIP STABILITY: 10 h (Deck Officer/Marine Engineer)
Ship flooding and compartments: symmetric, transversely dissymmetric and longitudinally dissymmetric scenarios. Grounding.

The course deals with the basic elements required to ensure the safety of navigation, with reference to the conduction of the ship and naval plants. Particularly, it focuses on the main hydraulic, oleo-dynamic and pneumatic plants installed on board, as well as on the main international Rules required to ensure the safety of life, navigation and environment. Besides, the course deals with the main issue related to the equilibrium and stability of equilibrium for damage ships, after collision and grounding events.

The course furnishes some competencies required by the STCW Convention, as amended, for Deck Officers and Marine Engineers at Operational Level, embodied in the MIT decree dated 19th December 2016, namely “Percorso formativo per accedere alle figure professionali di Allievo Ufficiale di Coperta e Allievo Ufficiale di Macchina”, as amended by the MIT decree number 35 dated 10th October 2018.

Particularly, the course furnishes the following competencies, listed in the Attachment I of the above-mentioned decree, for Deck Officer Cadets:
- Safety and emergency procedures: 26 h;
- Cargo handling, stowing and securing: 4 h;
- Maintain a safe guard during the navigation: 6h;
- Pollution prevention: 8 h;
- Ship stability: 10 h.

Besides, the course furnishes the following competencies, listed in the Attachment II of th above-mentioned decree, for Marine Engineer Cadets:
- Plants and pumping systems: 18 h;
- Safety and emergency procedures: 26 h;
- Pollution prevention: 8 h;
- Ship stability: 10 h.

Learning assessment

The exam consists of verifying the achievement of the previously defined educational goals, by an oral examination during which students shall discuss several plant schemes of existing ships, to evaluate the autonomous capacity of reading and comprehension.
